He said that the vision of foreign language learners in the new era was "cultural exchanges and mutual learning & tell good China’s stories well in foreign languages". First, he encouraged the freshmen to be courageous and take on the heavy responsibility of making China stronger. President Xi Jinping, also General secretary of the CPC Central Committee and chairman of the Central Military Commission pointed out “To build a leading country in education is the strategic forerunner for fully establishing a modern socialist powerful country”. Foreign language education has a distinct political, strategic, and people-oriented nature, and should shoulder the great historical mission of "repaying the country to make it stronger." Based on the overall strategic layout of the great rejuvenation of the Chinese nation and the unprecedented changes in the world over the past century, we should promote the building of a community with a shared future for mankind. All the students ought to bear a high sense of political responsibility to promote people-to-people diplomacy and cross-cultural and economic exchanges, in order to serve the building of a new type of international relations. Second, to reflect deeply and convey the voice of China. Plato said, "The organs of language generate ideas," and "Whoever uses the organs to tell stories controls the world and possesses the world." In fact, storytelling is an important human ability that can build the future, unite consensus, facilitate cooperation and development. All the students should strive to become "international inter-disciplinary applied talents with a sense of national pride and global vision, proficient in foreign languages and digital technologies, capable of undertaking the great task of civilization-mutual learning and cultural exchanges, and able to tell good China’s stories well". Third, to embrace changes and enhance foreign language proficiency. In the face of new opportunities and challenges brought about by Artificial Intelligence, it is imperative to transform the foreign language discipline and models of talent cultivation. All the students should not only speak fluent foreign languages with correct pronunciation and elegant demeanor, but also break through the boundaries of academic disciplines and enrich their knowledge. Try to strive to expand knowledge in the areas of regional and country studies, traditional culture, and international communication, in order to enhance international understanding and global competence.
范捷平就“外语专业转型”讲课。他表示，新时代外语人的使命愿景是“文明交流互鉴，用外语讲好中国故事”（vision），勉励新生一要挺膺担当，勇挑强国重担。习近平总书记强调:“建设教育强国，是全面建成社会主义现代化强国的战略先导”。外语教育具有鲜明的政治属性、战略属性、人民属性，应肩负“报国强国”的伟大历史使命。立足中华民族伟大复兴战略全局和世界百年未有之大变局，推动构建人类命运共同体，西语人应以高度的政治责任感，致力于促进民间外交与中外人文交流、经贸交流，服务新型国际关系构建。二要深刻思考，传递中国强音。“语言是生成思想的器官”，柏拉图说：“谁会用语言器官讲故事，谁就控制世界，谁就拥有世界。”事实上，讲故事是人类重要的能力，可以建构未来，凝聚共识，达成协作，推动发展，西语人应努力成为“具有家国情怀国际视野，能娴熟使用外语、数智能力强，能担当文明互鉴与人文交流之大任，能讲好中国故事、浙江故事的国际化复合型应用型人才”，不断提升国际传播能力，服务国家传播战略。三要拥抱变革，加强外语能力。面对人工智能带来的新机遇新挑战，推动外语学科与人才培养模式转型迫在眉睫，西语人不仅要说一口“字正腔圆、落落大方”的外语，更要打破学科专业边界，改造升级知识体系，努力拓展“区域国别研究性内容、传统文化拓展性内容、国际传播实践性内容”，不断提升国际理解力与全球胜任力。

毕莹代表学院欢迎全体24级新生，并以《做一名“上”“天”“入”“地”的西语人》为题致辞典礼。她勉励全体新生要“充满活力朝气”（vigor）。一是做事“上”心。要有强烈的事业心与责任感，肯花时间、肯动脑筋、肯耗精力，专注外语学习与实践。二是“天”天坚持。要不断提升自身能力素质，积极挑战极限，超越自我，成就辉煌。三是全情投“入”。要培养兴趣爱好，把有限的时间与精力投入到自己热爱的事物中去。四是脚踏实“地”。要树立奋斗目标，志存高远，不驰于空想，不骛于虚声，在实践中锤炼意志品格。
